WENATCHEE — General election certification Tuesday confirmed earlier results of two whisker-close upsets but provided no new changes in North Central Washington election races.

Write-in candidate Liberty “Libby” Harrison held on to a one-vote victory over incumbent Gail Howe to become new mayor of Pateros in Okanogan County.

There were no changes since the last vote count earlier this month. Harrison had 72 write-in votes or 50.35 percent of votes cast. Howe had 71 votes for 49.65 percent. The difference…
