BELLEVUE — Sara Bartrum, executive director of the Chelan Douglas Child Services Association, has been named Washington’s Head Start/Early Childhood Education and Assistance Program (ECEAP) Director of the Year. The award was made at the Washington State Association of Head Start and ECEAP annual meeting in Wenatchee earlier this month.

Bartrum has led the local child service agency since 1990, when it was a small, troubled program. She’s since then doubled its size and turned it into one of the state’s leading child services programs, said Mary Ann Warren, a member of the association’s governing board.
