OKANOGAN — Two Twisp men were arrested on suspicion of first-degree arson this week for lighting back-burns on the Carlton Complex fires in mid-July, including one who was arrested for separate burning incident last month.

Larry D. Smith, 63, already faces one charge of first-degree arson in Okanogan County Superior Court for lighting a fire near 190 Benson Creek south of Twisp on July 18.
