WASHINGTON — Insurance sign-ups under President Barack Obama’s health law continued to rise in January, as more than 1.1 million Americans selected a private health plan last month on new marketplaces created by the law.

That brings to nearly 3.3 million the number of Americans who have enrolled in coverage since the marketplaces opened in October, according to a new report from the Obama administration. The numbers suggest that the law’s new marketplaces are gaining traction after their disastrous launch last fall.
