Are our communities better served when public agencies invest time and money in developing creative approaches to engage many citizens in developing a vision for the future, or should they stick with a few public meetings, get a little bit of input from a few people and guess what will best serve the public?

The latter approach is certainly cheaper and quicker, but should that be the only criteria we use? What about the value of developing greater understanding and a deeper appreciation for what taxpayers value when agencies have to make difficult choices?
