That is its legal right and responsibility. Still, the utility reports there has been a steady stream of curiosity seekers, treasure hunters, amateur archaeologists and others willing to ignore the closure and prowl the mud not exposed since 1964.
Don’t do it. There is no public entitlement to this suddenly new shoreline, and that is backed up by state and federal law. To begin with, it is dangerous, proven by recent rescues of people trapped in the mud. River levels are fluctuating. The ground is unstable, and deceiving.
